PLOS (Public Library of Science、旧略称：PLoS[1]）は、オープンアクセスの学術雑誌や科学文献（英語版）を発行する出版社、または学術雑誌のオープンアクセス化を推進するプロジェクトである。2003年10月の学術雑誌 「PLOS バイオロジー（英語版）」の初号刊行を皮切りに、査読付き学術雑誌を発行する[2]。日本語では公共科学図書館（こうきょうかがくとしょかん）と訳されることもある[3][4]。

歴史

2001年に、スタンフォード大学の生化学者であるパトリック・O・ブラウンと、カリフォルニア大学バークレー校の計算生物学者でハワード・ヒューズ医学研究所の研究者でもあるマイケル・アイセン（英語版）が中心となって立ちあげられた。当初はあらゆる学術雑誌の全文に、誰でも自由に無料でアクセスできるようにするよう呼びかけるプロジェクトであった。「BioMed Central」などがこれにすぐ応えてオープンアクセス化を進めた他、「米国科学アカデミー紀要」 (PNAS) 誌などが、発行後半年以上経過した記事をオープンアクセスにした。その他の多くの出版社は、著者自身が未定稿版 (プレプリント) などを公開するセルフアーカイブに頼り続けていた。

出版活動は、2003年8月13日に1冊目の査読付きのオンライン科学雑誌である「PLOS バイオロジー（英語版）」を発行し、その後も医学や計算生物学、遺伝学などの専門雑誌を立ち上げた。2006年に創刊した「PLoS Clinical Trials」は、同年に発行を開始した「PLoS ONE」に吸収される形で発行を休止した。

ライセンス

PLOS から発行される学術雑誌はオープン・アクセス・コンテンツであり、すべての著作は「クリエイティブ・コモンズ・ライセンス（表示）」のもとで利用可能である。なおクリエイティブ・コモンズ財団のローレンス・レッシグも、PLOS理事会の一員として名を連ねている。

資金源

PLOSの雑誌に投稿する際には、著者または著者が所属する研究機関が投稿料を支払う必要があり、PLOSはそれを雑誌発行の資金としている。

ゴードン・アンド・ベティ・ムーア財団やサンドラー財団（英語版）から2006年に約1300万米ドルの資金援助を受けるが[5]、2011年7月時点で、その補助金に頼らず運営費をまかなえるようになったとしている[6]。

拠点

PLOSはサンフランシスコ市内で創業の地[16]が手狭になったため移転、2010年6月21日からリーバイス・プラザで本部業務を開始した[17][18]。

またイギリスのケンブリッジにも編集局を設けている[要検証 – ノート]。
